Can’t find backup file to restore iPhone

My iphone had to go in for repairs, so I prepared the phone per Apples recommendations. Upon completing the iCloud backup and phone resetting back to default it went into the shop. After the repairs I attempted to restore the phone but I could not find the backup file in iCloud. I believe its there based on the memory being used for backup in the iCloud. Could using a different Apple ID cause this? If so, what should I do? I need my contacts, data, etc back.

Yes, using a different ID will absolutely cause it. The backup is saved in the iCloud storage belonging to the ID that's signed into the device.

You can't restore from that backup when signing into a different ID.
