Exposure notification missing from ios 12.5

I just updated my iPad mini 2 to iOS 12.5 to get the exposure notification feature. However, after updating, that feature appears to be missing. I am expecting to find it in the left-hand side Settings menu between Passcode and Battery, but it's not there. Is this a glitch or am I looking in the wrong place? FYI, the device has both Wi-Fi and cellular capabilities, but I have turned off cellular data and removed the device from my mobile account. One would think Exposure Notification would work over Wi-Fi.

The exposure notification feature is limited to iPhone - and is not available on any model of iPad.
