Bought an iphone from someone who said the phone was carrier unlocked; it wasn't. He worked with me for a few days but now won't answer any communication. How can i get this phone unlocked to use with my own service provider?

Only the carrier that has the lock on it can unlock it.
If the prior owner won't cooperate, then maybe you could call that carrier and see what the scoop is.
