You must select the image (or shape), and then the Style panel. Set the opacity to your preference, and then if you want this as a faded document background, then visit the Arrange menu : Section Masters : Move Object to Section Master.

Not seeing that option is most likely because the option is not supported in Pages.

You can change the opacity of the image, though, and that may provide the effect you need.

Select the image, open the Format inspector, and choose Style. Use the slider at the bottom of the pane to reduce the opacity of the image.

Photos, or even Preview, provide more flexible tools for making adjustments to images, Beyond that, you're looking at image editing applications such as Photoshop or the (free) Gimp.

Others, with more depth of experience in the field, will likely be along soon with better advice,

The Image Gallery does not feature opacity controls. You will have to adjust opacity on a copy of the image outside of Pages with an third-party image editor, as Apple's Preview does not alter transparency. Then drag/drop the opacity adjusted image onto the Gallery object.

You can't adjust the opacity of an image in Pages, and then copy or cut that image, and paste into the Image Gallery, as the Gallery will undo any Pages opacity adjustments.
