I tried opening an image using preview a few days ago but it didn't open and since then I can't get preview to quit or force quit. I tried restarting and shutting down but in order for that to work preview needs to quit and it doesn't. Could anyone suggest anything that I could do?

Go to Other folder in Launchpad >> Activity Monitor >> View >> View ALL processes >> Look for Preview is running >> Click it >> Menu Bar >> Quit Process.

What make you believe Preview is Loaded and can not quit / force quit? If Preview does not appear in Activity Monitor as an active and open Application then it is not Open and active.
Thanks for the suggestion but unfortunately it didn't work because for some reason preview doesn't appear in Activity Monitor. I've waited a few days to see if it would eventually appear but nothing so far.
Have you tried the brute force shutdown? Press and hold the power button (probably about 5 seconds) is usually effective. If you are successful you should get the Apple Logo as the first screen of reboot.
If the problem comes back try booting into Safe Mode and see if you can clear it from there. Hold the Shift key while restarting to get Safe Mode
It's open in dock with a black dot underneath and when I right click on it it gives the option to force quit. When I click force quit nothing happens.
