Apple is trying to charge me for iTunes Match service to link my Amazon Echo to i Tunes. Is this necessary to access Apple Music songs on this device?

I don’t think that you are being asked to pay for iTunes Match but you need a subscription for Apple Music to play through Amazon Echo.
