I place the lighting cable into my wife iPhone XR because it was completely dead and then the battery icon came on but after a hour the iPhone never turned on still is on charger screen

Are you sure the charger has enough power to charge your phone?

Have you tried a different cable?/Charger?

One last thing to check - in that photo, the case has a bulge next to the lightning connector. It looks like it might be pressing on the connector "pushing it over" If so, some of the contacts might not be making.

Try removing the case.

First thing to try is a forced restart:

* press and quickly release the Volume Up button.

* Press and quickly release the Volume Down button.

* Then press and hold the Side button until you see the Apple logo. (KEEP it pressed until the apple Logo appears)

Sounds like the battery is dead and will no longer take a charge.

Do note its not a good idea to let an iPhone completely discharge so far it turns off very often, as its bad for the battery health.
