Hi, My son gave me his old MacBook Air he purchased in 2014, he purchased a new one. He erased everything before giving me. When I power up I have a blank screen with "?". How do I load a new O.S. ?

Do you know how much RAM it has? People back then were tempted to buy 4 GB RAM which is too little to run the newest operating systems and you may be better off going with an intermediate version such as El Capitan or Sierra.
