Hi I disputed a app purchase with my credit card company and while investigating the transaction my Apple account was disabled. I am unable to refresh apps, update my phone, or make any iTunes Store purchases. How am I able to fix this?

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.

iTunes Store charge disputes should be taken up with Apple instead of the card issuer, except when it's been compromised or the buyer is desperate.
