internet recovery on my macbookpro 13" retina early 2013 installs osx lion. and then i cant upgrade to any other os. no sierra, high sierra or catalina. how to fix this problem?

Starting from Lion, you need to install 10.11 El Capitan as a waypoint, to get the more modern App Store that can supply you with MacOS later than El Capitan.
