New Iphone Lost

Unfortunately, if the device is not activated and signed into Find My iPhone, all you can do is report the loss to your local police. Nothing that Apple or anyone here can do.

Very sorry to see this, but if the phone was not activated or set up with your Apple ID and Activation Lock, there is nothing you can do. Apple doesn't get involved in lost or stolen devices and it's completely un-trackable.
