We want to add Netflix to our parents iPad, it says it’s on iOS 12.5 and up to date. The Netflix app says it needs at least 13.

Netflix versions for iOS STILL go all the way back to iOS 5.1.1.
There is one last thing you can try/attempt, if you need an older version of an app.
If you own another much newer iOS device that can run iOS/iPadOS 13 and later, you can install the most recent app/s onto that more recent iOS device.
Then go back to your older iPad, open the iOS App Store, go to the Purchases section of the store app, search for the app/s you wish to try and download to that older iPad and see if an older version of the app is allowed to be downloaded/installed to that older iPad.
These newer iOS/iPadOS devices must use your same Apple ID user account and password.
Failing that OR IF NO joy, then there is nothing more to be done.
If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted sources, like other Apple product/device retailers/resellers locally or online, capable of running the latest iPadOS versions.
There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.

Probably it doesn't support iOS 13.
The latest version of iOS 14 is 14.3. If your iPad is stuck on iOS 12.5, it must be an older iPad that is unable of supporting iOS 13 and 14. If there is no compatible version of Netflix that works with iOS 12, you are unable to install Netflix onto that particular iPad. Best option is to buy a new (current-gen) iPad.
If your iPad is running iOS 12.5, which was just released a couple of days ago for supported devices, then its either an iPad Air 1, iPad mini 2 or iPad Mini 3.
None of those iPads can be updated to iOS 13 or 14.
Netflix is now requiring at least iOS 13 for their App. If you did not previously download the App to your iPad, it cannot be downloaded now.
Netflix minimum requirement is iOS/iPadOS13.
On the basis of your description, I surmise that you have an original first generation iPad Air, an iPad mini2 or mini3. These models of iPad can only be updated to iOS 12.5.
Apple ended update support for these devices in September 2019. They cannot be updated to iPadOS 13 (or any later major versions of iPadOS) as the internal hardware does not meet the minimum technical requirements (CPU and RAM) for newer versions of iOS/iPadOS.

It's up to Netflix, not Apple to offer the older versions. While they still do, it may not be forever.
If you have no device that can run iOS 13, or later, then you will not be able to obtain the older version of Netflix.

I’ve been watching (and running) netflix for many years now, until this afternoon when i chose to close the session for x reason... after that i just couldn’t sign in again. Then i tried deleting (😢) the app and re-installing it only to find out about all this information on my device ( iPad air iOS 12.5.4) being too old, etc.
So the Netflix app was active and working fine for many years until 35minutes ago...
is it possible to re-download the appropriate version for my 12.5.4 iOS?

Please read the thread you replied to. It offers a solution to download Netflix to an older device.
Apple cannot control what iOS version an App requires that is up to the app developer.
