When doing a software update, my watch never has enough free space. On the watch app on my phone, it shows I may have 15 photos but when i go to my phone, it only has 4. Where are those extra photos it says are on my watch?

When doing a software update, my watch never has enough free space. On the watch app on my phone, it shows I may have 15 photos saved on the watch but when I go to my watch, it only has 4. Where are those extra photos stored on my watch and how might I get rid of them to free up space for the download?
