Do you lose your downloads if you cancel your Apple Music subscription

You only have rights to listen to Apple Music while you are a subscriber -- e.g., you cannot subscribe for one month, spend the entire month downloading music, then cancel and listen to the music. Rights to music purchased separately through the iTunes Store do not expire.
