I Cloud Locked?

The iPad suddenly flashes up a notice saying that my ICloud has been locked and that I need to sign in with my Apple ID. It then asks the security questions and says it’s been unlocked. I change my password every time, just in case, but it is extremely irritating and holds me up when I am trying to complete a task.
