why cannot delete photos from iCloud?

What happens when you try to delete photos from iCloud? Error message(s)? Are you trying to delete the photos from iCloud.com/Photos using a computer browser? Are you then deleting the photos from the Recently Deleted album?

If you are syncing the photos from your iPad, have you tried deleting them on the iPad?
