We're glad to help.
You could manage plug-ins in High Sierra macOS 10.13 and earlier, but later versions don't use plug-ins in the same way. This alert may indicate that Safari detects a security vulnerability with the file you are trying to open.
There are a couple of things to test to isolate a little more:
