How does Apple contact people if there is a breach in the cloud? I am getting telephone calls about this issue. I did just get a new phone and changed the apple passwords

Apple will never "cold call" a customer advising them that "there is a breach in the cloud." Any and all such calls are from thieves who are trying to steal your Apple ID credentials. You can safely ignore those calls/block the numbers.
