Apple Watch pairing

How can I connect my Apple Watch it won’t let me pair it. It says I need to contact the original owner and have them remove the device which they did and it’s still not working

Apple Watch re-pairing My Apple Watch SE was accidentally unpaired from a phone that now no longer works. In addition, my Apple ID has changed several times since the phone was activated and I have no idea what the old ID is. I am trying to pair it to a new phone but keep hitting brick walls. It sounds like the watch is still Activation Locked. See the step 2 in the "Before you buy a watch from a third-party" section of:
