Yes, you can still buy music from the iTunes Store. See instructions in Buy music from the iTunes Store - Apple Support

I was able to purchase itunes songs. I had to go to Spotify to hear the music. when I clicked onto an itunes song I got a never ending spinning icon. I was using the most upto date browser on my phone.
