What happens if both my iPad and Apple TV are set up as hubs. Will they conflict or cause a problem?

You can have as many HomeKit hubs as you want, and they will all work together. One will be the main hub, and the other(s) will be designated as backup hub. It is a great way to extend the range, when some accessories may depend on a bluetooth connection.

Your main hub should indeed be present in the house at all times, for HomeKit to work.
Thanks! I think I should have my Apple TV set as the main hub, as my iPad leaves the house occasionally? Is that a good plan? How do I do that?
