Howdy,

With Big Sur, iTunes is replaced by the Finder (for syncing) and "Music" (app) for music.

So you should see your iPad mini in the Finder Sidebar when you connect it.

See: Overview to syncing your Mac and your devices

When you connect an iPhone or iPad to your Mac using a USB or USB-C cable, the device appears in the Finder sidebar. When you select the device in the sidebar, the Finder window displays options for managing your device software and syncing items with your Mac.

Also: If your device doesn’t appear in the sidebar when connected to Mac

If you connected your iPhone or iPad to your Mac using a USB cable and don’t see it in the Finder sidebar, make sure that you have the right option selected in Finder preferences.

Important: Update your device to the latest version of iOS or iPadOS to ensure that it’s compatible with the macOS syncing features. For information about updating your iOS or iPadOS device, see the user guide for iPhone, iPad, or iPod touch.
