Removing apple id balance

I have 0.02$ that i can’t use and i can’t change region on my apple id. I would like to remove my remaining balance.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
