If you can’t download or update apps on your iPhone or other Apple device - Apple Support

when I set up my phone recently I had an issue after doing Quickstart where none of the 3rd party apps would start downloading. I went into Settings > App Store and turned off the switches under Automatic Downloads. That seemed to kick start the downloads.. I may have also done a force restart. Once the downloads started progressing I turned those switches back on.

Hopefully something of this sort or the link I posted previously will get you going.
