Refund for purchased app

I would like to obtain a refund for PDFpen 12, but Apple shows no such purchase by me, yet I have the program installed and it can run.

How do I go about obtaining and confirming a refund for this application?

Go to https://reportaproblem.apple.com and log-in using your Apple ID. Under the Purchases tab, click Report a Problem to the subscription of the app you want to be refunded. Then choose a reason for the problem, describe your issue, then tap or click Submit.
