The photos will be only accessed https://support.apple.com/guide/icloud/view-your-photos-and-videos-mm73262d11fe/icloud when you have correct Apple ID and password with all account credentials , when a web browser is used to sign in at www.icloud.com
What is the version of Mac or iPhone used , are you using secondary authentication account in which correct answers for security questions , date of birth is added and a rescue mail address and password , or did you set up two factor authentication .
