Apple Pay not showing up in messages.

Everything is set up correctly and I have gone through every article I can find online regarding the issue and still have not been able to get Apple Pay to work. I'm in the US. I have tried 3 different debit/credit cards. I have signed up for Apple Cash. My two-factor authentication is on. I have the iPhone 11 with the newest iOS 14.3. I have tried restarting my phone, logging out of my Apple ID and logging back in. Turning Apple Pay off in the settings and then back on. Checking for updates, I. Have. Tried. It. All. and yet Apple Pay is still not showing up in my messages. I tried to send with Siri and she says she can't process my Apple Pay request at this time. I tried typing out the amount and holding down on the message, clicking pay with Apple Pay and still NOTHING. Any suggestions?
