Contacts won’t sync across devices

I have followed the steps of turning off my iCloud contacts on each of my devices. Powering down and then restarting. then turning iCloud sharing on contacts for each device. Prompted to merge. Still not updating on my iPads where the contacts. Any other instructions I can follow to fix sync problem? Thank you.

I’ve been using Macs and iPhones for a long time and have never been able to get the devices to sync contacts. All other apps sync except Contacts. All devices are signed in to the same ID and iCloud account. I have just bought a new iPhone and need to find a way to get the contacts across and iCloud isn’t an option at the moment. tried multiple suggestions I’ve read from forums and nothing works. Some contacts not syncing from iPhone to iCloud Approximately 30 contacts on my iPhone (out of ~1200) are not syncing to iCloud. I've checked out this support article- If your iCloud Contacts, Calendars, or Reminders won’t sync - Apple Support I have tried each of these steps- Restarted Contacts app Refreshed Contacts Check App Settings to make sure All iCloud is selected Set iCloud Contacts as the default >> Made sure the missing contacts are in the All iCloud group Restarted the iPhone And yet these contacts don't sync to iCloud or my Mac. If I add the contacts on my Mac, they will sync to the phone. The phone then tells me there is a duplicate contact, merges them, and then the newly created one is no longer on the Mac. Any suggestions to fix? Thanks!

Contacts will not sync The contacts on my Iphone 12 will not sync with my icloud. I have verified that the contact sync option is turned on on my phone in icloud and also on my Mac.
