Duplicate Application folder in System folder?

Since updating to 11.1, I find that I have an additional Applications folder in my System folder. This new Applications folder only contains Apple applications but they are exact duplicates of what I have in my root level Applications folder. Any reason for this duplicate (and locked) Application folder? Thanks!

new folder not empty when created when I open new folder it creates a folder on desktop with the folder as a subfolder, before when I created a new folder on desktop all the desktop was in the folder, I cleared desktop, restarted computer and put 1 item on desktop, a new folder is chosen on menu not "new folder with selection". every new folder created has whatever is on desktop. tried all finder preferences and no luck. please assist as can't organise anything and duplicates every desktop file makes issues. File "Can't be Found" prompts after Ventura 13.1 Since updating to Ventura 13.1, at random times, when I double-click on a file to open it, I get a prompt that the file can't be found. If I click OK then double-click the file again, it opens as it should. It happens randomly to files of all types. I have never created aliases to any of these files and they are stored locally on a desktop folder. This has never happened before 13.1. Any ideas? iMac 2020 3.6 GHz 10-Core Intel Core i9 AMD Radeon Pro 5700 XT 16 Gb

It's not a duplicate

The OS stores the OS applications in the read-only volume. The read-only and read/write (aka user) Applications are merged in the Finder views.
