How Do I Make 360° VR Photo with the iPhone

How do we take 360° VR photos like this one taken on highway UT-12 just south of Boulder, UT? https://goo.gl/maps/RcSobLjtDXb4dAhR7

Using the panorama choice in the iOS Camera app  on my iPhone 11 just seems to make a flat 2 dimensional picture 360° around me as oppose to a virtual reality one.
