I deleted some photos on my iPhone and I thought they are synced with my iCloud Photos in the PC which they would be automatically deleted as well but it didn’t get deleted. Is this normal that deleting photos from your iPhone doesn’t mean that it is synced/deleted on any other devices as well?

It sounds like you didn't have iCloud Photos setup. If you did, the photos would be synced across all devices, and when deleted on one device it would be deleted elsewhere.

Photos deleted on iPhone aren’t deleted in the PC iCloud Photos file.
