I think it would be a better idea to locate the site on a hosting company server. This would improve reliability, availability, maintainability, and security of the site. You can get a dedicated server for as little as $5 a month.
But the choice is yours of course.
2 strategies: Use the directions in the Tech-Cookbook recommended above. In the meantime, I've cranked up an older Mac-mini that I used to use as a primary server years ago. Quick and dirty but for this simple site, it's fine.
Based on the addtional information that you have posted, the Python one-liner would not be appropriate, and the suggested hosting service solution might be the right combination of availability and someone else doing the site administration.
Hmm. Don't know about Python. The Mac, I think, was running Apache. No more Apache?

If you want to test your own webserver, without dealing with the fun involved with setting up Apache or NGINX web servers, you can do it with your index.html containing your web design, and follow the instructions in this solution. Note that neither SimpleHTTPServer, or http.server are secure web server solutions.
Apple still includes Python 2.7.16 in Big Sur.
The browser syntax to open a custom HTML file after starting the Python webserver would be the following:

I have been hosting a simple web site for a charity. Because of some other problems, I was asked by Apple support to upgrade Mac-mini to BigSur. I have not been able to have people access the site using the setting from before. Thus my question about does BigSur have that capability. The site is exactly as it was before, including the static IP address. it's just that it can't be accessed from the internet. Is it a setting problem or BigSur problem..
You can run a web server if that is what you are asking. It would not be a good public access host.
