Do iPhones get locked internationally

If I buy an iPhone from the apple store under AT&T carrier, will the phone get locked when I travel internationally, for example to Asia??

iPhone 7, iOS 14

A phone using ATT as the carrier will be locked to ATT.

I’m actually wondering about the device itself not the roaming charges. Will a device that I buy from the US with AT&T services, get locked when I travel outside the US?
