Content restrictions

I was at an Istore yesterday and they assisted me in setting up my son as a family member so that i can restrict him. Under content and privacy restrictions i go in and click it to be on. Then it shows it is on and i am still changing explicit to clean and then it goes grayed out. The tech told me there is a new IOS update and it will work after this. I do the update last night and tried a few times this morning. I can’t set downtime or content and privacy restrictions. So what does it help I have my son as my family member when I am trying to protect him from seeing unnecessary stuff. Then Apple is no different than any other phone because I can’t protect my son? Please assist as i see this problem was discussed in 2018 also. Could you not come up with a solution in more than 2 years??
