Welcome to Apple Support Communities! We're happy to have you here. It sounds as though, you'd like to use iCloud Calendar on your Windows PC. We'll do our best to explain how you can accomplish this.
You should be able to use the iCloud website to sign in and edit your Calendar: What is iCloud Calendar? You can use the iCloud website to do this: Sign in to iCloud
Keep in mind: "If you don’t see Calendar on iCloud.com, your account is limited to iCloud web-only features. To gain access to iCloud Calendar and other iCloud features, set up iCloud on an iPhone, iPad, iPod touch, or Mac."
