Why does the shutter sound occur on snapchat when on silent mode

Does anyone know how to fix a problem to do with shutter sound. When on the camera app it doesn’t make the noise, only if live photo is enabled. Other apps such as social media apps make the sound while on silent and I don’t know how to resolve it. Can someone help me?
