Unable to export all of my icloud contacts to a vCard from PC and from iCloud contacts on iPad

I have followed the directions meticulously for exporting multiple icloud contacts to a vCard. But each time, only the first contact is exported. What am I missing? In addition, I am unable to select all contacts from icloud contacts to export to a vCard on my iPad. I have tried it both ways. What can I do?
