I had a similar experience recently after using Quickstart to transfer my content to my new phone.

I went into Settings > App Store and turned off both switches for automatic downloads.

I'm not sure if that alone kickstarted the downloads, I may have also restarted my phone.

Once they started downloading I then turned those switches back on.
