I'd prefer a different answer, but you're headed for the solution many of us have to use: mute all unrecognized callers, and let voicemail or unknown-callers sort it out.
There's no technical solution to this, either. Not as currently implemented and regulated.
Contact your legislative representatives and grumble about the phone spam and text spam.
Then do what the rest of us increasingly find necessary and mute all but recognized contacts.
And alas, calling number spoofing means we can't trust the calling numbers.
And with the spoofing, blocking a single calling number or a whole area code are about equally as effective—or as futile—as the spammers are automated and simply shift numbers.
