How can I be denied an Apple Credit Card when my FICA Score is 828 and I am told 850 is the highest you can obtain

I pay visa , American Express,PayPay etc from my Bank account and non of them have my account information. They are listed in my Bill s section with addresses and Bank of America sends them whatever I designate to pay. ...all my payees are set up like that. Only organizations that have my routing number and account number are Social Security And Unemployment because they put money in my account . I would have thought that I would pay Apple which is just another credit card the same way.. but I guess not lol
