My phone is frozen and won’t power off. I also can open any apps

I can’t open my apps. Can’t power off. I can only swipe the screens. The phone is a brand new iPhone

Go Here: If your iPhone, iPad, or iPod Touch won't Turn On or is Frozen - Apple Support
Simultaneously hold down both the sleep/wake button and the home key for five seconds.
