Do you mean to restore an iCloud backup, or to sync data stored in iCloud? Even though they both have iCloud in their name, they are completely separate features and don’t overlap in function or content.
To restore an iCloud backup ➡️ Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
To transfer data that you have synced to iCloud, on the new phone go to Settings/[your name]/iCloud and turn on the sync switches that match the switch settings on the old phone.
You can do both; if you do, restore the backup first. And note that any data that you sync will not be in the backup.
