I frequently work with pdf drawings that have a scale bar on them (e.g. a floor plan or building elevation). I have searched extensively, but cannot find a program on Mac, other than an expensive license like Vectorworks, where I can measure from the plan on screen, using the scale/drawing scale bar. Does anyone know of any software that I can use for this?

Search in the Mac App Store for ruler. There are several that are free to download, and may work as measurement overlays over your PDF viewer.
Thank you for this. That would work as a work-a-round, but would only work on some plans due to size and scale. Ideally I would like a program/package that I can set the scale of the drawing and then measure scaled drawings in. Vectorworks provides it, but that is a costly solution for this problem.
I don't work in the CAD, CAM, CAE, or CIM (C4) space, so don't work with these types of applications, and would not know further what (affordable) application software would provide a scalable measurement solution for you.
