Is the provided screen grab what you see or is it something you've pasted in from the internet instead? If it's what you're seeing then hold down the option (alt) key when selecting Empty Bin. Doing so should unlock the item in the bin and delete it. If that does not work then you could try using Terminal instead. But only if you're comfortable in doing so.

I got Pages Info window on the left from right-clicking the app >> get info. For the one with "the operation..." window, I got it from emptying the trash. And your method does not work for me, but it is okay. I also just found that I could not put the app back into finder. When I tried to put it back, nothing happened.
