can't delete iphone watch app, and app won't load, and can't reconnect apple watch

Following an update, my apple watch app on my iphone wouldn't load and wasn't syncing my iphone with my apple watch. I followed guidance to unpair the watch from my iphone, so that I could delete the apple watch app off my phone and redownload it. Unfortunately despite unpairing the watch from within the apple watch, and removing it from icloud, my iphone still won't let me delete the watch app, as it still has a notification popup saying I first have to unpair the apple watch... After extensive efforts I can find no way to delete the app as it thinks it is still paired and will not load.

...Any suggestions welcome as right now it is rendering my apple watch unusable.
