Apple Pay & FileVault not working on M1 MacBook Pro

I recently setup my 2020 13" M1 MacBook Pro after doing a migration from an older MBP. There were some issues with the original migration so I used the Recovery tool to wipe the M1 hard drive, reinstall macOS Big Sur and started over. This time around, I'm unable to initiate FileVault or setup Apple Pay due to some security setting issues with my M1. I can't seem to find what the problem would be. Any advice?
