My (newly purchased) iPhone SE is taking a VIDEO when the camera is set to PHOTO. I tested this many times to make sure it is NOT user-error.. Occasionally a photo works, but mostly the photo setting ends up as a 1 second video. How to fix?

My (newly purchased) iPhone SE is taking a VIDEO when the camera is set to PHOTO. I tested this many times to make sure it is NOT user-error.. Occasionally a photo works, but mostly the PHOTO setting ends up as a 1 second video. How to fix? This is unacceptable. I just installed the most recent update 14.3, but this has been occurring for weeks. I have tried many different settings based on support articles found on Google, but nothing has helped. Any help would be greatly appreciated.

iPhone SE, iOS 14

That is Live Photos. To turn that off and keep it from defaulting back to on, see the excerpt below from Take and edit Live Photos - Apple Support

How to turn off Live Photos

Tap the Live Photos button  to turn off Live Photos. A slash through the Live Photos button means the feature is off.

The Camera app turns Live Photos on again automatically. To keep Live Photos off permanently, follow these steps:

  1. Open the Settings app.
  2. Tap Camera > Preserve Settings.
  3. Make sure that the switch next to Live Photos is turned on.
