Need to get clarification if I can get the battery for an iPhone 5s replaced at an Apple Store.

Good call. It isn't listed there but neither is it listed in the vintage and obsolete list in Obtaining service for your Apple product after an expired warranty - Apple Support
Other iPhone 5 models are listed as too old for repair but the 5S is not included.
