Apple Watch 3 screen is stuck on "too many passcode attempts reset ...".

The Apple Watch 3 screen is stuck on "too many passcode attempts, reset ....". They say to unpair the phone and I did and then I tried to manually reset the watch by placing it on the charger and pressing the power button but the face stays on "too many passcode attempts, ..." and will not change to the face where I can press on the power slide to reset it to factory settings.

Does anyone know what I can do? I tried just letting it go completely dead to force it to reset but no luck.
