deleted an app to reinstall it but when i open the app store it shows I still have it and when i open it it is blank

you more than likely did not actually delete the app, but removed it from your Home Screen.. which means it still resides in the App Library.

Go to Settings > General > iPhone Storage, give it a minute to load... locate your app, select and delete from there.
